Quarantine Plans in Place

"The Department of Justice has established legal federal authorities pertaining to the implementation of a quarantine and enforcement. Under approval from HHS, the Surgeon General has the authority to issue quarantines."  - DHS Assistant Secretary Bridger McGaw

According to the CBS News report, this is authorized under Executive Order 13375 and provides for penalties of a $250,000 fine and one year in prison.

Reportedly, the DHS memo lists the following as participants in enforcing a quarantine: U. S. Customs, Coast Guard, U. S. Marshals, FBI, ATF.  The CBS News article provides contradictory information by saying:  "Military personnel are not authorized to engage in enforcement."

Is the Coast Guard not military?  Moreover, the CBS News article closes with this paragraph:

A Defense Department planning document summarizing the military's contingency plan says the Pentagon is prepared to assist in "quarantining groups of people in order to minimize the spread of disease during an influenza pandemic" and aiding in "efforts to restore and maintain order."

In other words, there are plans in place to institute martial law.
